Description
Objectives
In the framework of the “Tacis Nuclear Safety Programme” it was decided to deliver equipment required for the in-situ repair and maintenance of safety valves of fast breeder reactors both in Russia (Beloyarsk NPP; Project R1.06/94B) and Kazakhstan (Aktau NPP; Project R1.07/94F). For contracting of the equipment supply, it was decided to combine the two projects under one call for tender (which became known as R1.06/94B Lots 1 and 2. Lot 1 comprised the delivery of equipment for the Beloyarsk NPP (BN-600) in Russia and Lot 2 comprised delivery of equipment for the Aktau NPP (BN-350). The type of equipment was the same for both lots, portable machines and tools for in-situ repair of valve bodies and internals in order to restore sealing surfaces and to ensure valve tightness. The repair was intended to be mainly performed “in-situ”, without dismounting the valves from the attached piping systems.
The machines were intended for grinding, dressing and lapping. Different types of safety related valves and valve components are concerned: Control valves (plane or conical seat), isolating gate valves, valve gates and packing surfaces, etc.
Spare parts and consumables had to be included in the supply in order to allow the end-user autonomy in the operation of the machines for a reasonable time lapse. The machines, spare parts and consumables had to be designed according to the “state-of-the-art” rules and practices in Western European countries for this kind of equipment. Training of the end-user, appropriate documentation (instruction manuals, etc.), testing of the machines in the supplier’s workshop and on-site and after-sales service were also part of the supply.
Following completion of the Lot 2 contract for equipment supply to Aktau NPP, the End User requested additional complementary equipment supply of similar type, aimed at achieving a wider capability of safety valves maintenance. The EC considered the request to be justified and, as there was some remaining budget, authorised the Procurement Agent to negotiate a direct agreement with the supplier of the Lot 2 equipment. A separate contract was raised to cover this Lot 2 complementary equipment supply to Aktau NPP.
Project Results
This contract is for the original Lot 2 equipment described above [project R1.07/94F (I)].
The order was awarded to the company EFCO. The contract became effective on 25th June 1998 and ended on the 2nd February 1999 with the successful delivery of the equipment. The final acceptance certificate was signed on the 10th March 2000.
