Assistance to Bulgarian NRA in the development of requirements and procedures for decommissioning of Kozloduy Units 1 and 2 - follow-up

Description

Summary

The main objective was:

  • to assist the Bulgarian Nuclear Safety Authority (NRA) in real-time licensing of decommissioning activities on Kozloduy 1 & 2 and related facilities
  • to transfer know-how to the local Technical Safety Organizations (TSOs) supporting the safety authority on a long-term perspective
  • to provide input to ensure consistency with Western European approaches to decommissioning.

The following major activities were performed within the project

  • Licensing of refuelling operations and spent fuel storage.
  • The safety case was reviewed to demonstrate that the fuel store remains safe under all normal and fault conditions including internal and external hazards.
  • Review of the technical and safety documentation reports related to the main investment project dealing with the decommissioning of KNPP 1 &2. A team of experts reviewed the relevant documents sent to NRA and give other adequate guidance within the licensing process, limited to the safety aspects and the area of responsibility of NRA.
  • Development of regulatory guidance on applying decommissioning regulations. This task assisted NRA in developing guidance documents on the application of the Law on the Safe Use of Nuclear Energy and the applicable regulations.
  • Inspection practices. Assistance was given to establish proper inspection plans and procedures to be followed during the implementation of the decommissioning plan in order to ensure that the activities are performed in accordance with the license conditions, the content of license documents and the applicable safety requirements.
  • Workshops and training sessions were organized in premises of Western European TSO (or in
    Bulgaria/>/>) in order to achieve detailed transfer of know-how to experts from NRA and their supporting TSOs. Specific technical items for such activities focused on aspects of decommissioning, radioactive waste management, radioactive waste disposal and safety evaluation.

Project Aims

The project wider objective is to continue to provide the Bulgarian Nuclear Regulatory Authority (NRA) with an effective technical assistance in its licensing activity related to the decommissioning of the Kozloduy NPP Units 1&2. The project is continuation/ follow-up of PHARE BG.00.09.02 project implemented under PHARE 2000 budget year programme.

Project Results

The technical assistance provided by RISKAUDIT within PHARE BG.00.09.02 project was limited to the early stage of the Phase 1 of the decommissioning project. The current project will provide further assistance needed to complete the licensing process for the safe shutdown/ decomissioning of units 1&2 of Kozloduy NPP.

The budget for this project was 1900 000 euro.
