Objectives

In view of new complex and challenging projects within the “Tacis Nuclear Safety Programme” DG AIDCO has awarded a service contract for assistance in the preparation and assessment of studies on the nuclear energy sector of the countries Armenia, Russian Federation and the Ukraine and for providing quality control services on technical specifications as received from beneficiaries from the three mentioned countries. In detail the aims of the service contract are as follows:

1. Improvement of the quality of technical specifications and terms of reference and evaluation of the reliability of the forecasted budgets, initiated and submitted by beneficiary organisations.
2. If required verify the documents mentioned under 1) in close collaboration with the beneficiary organisations.
3. To exercise expertise and implement investigations on issues related to competition, market organisation, management issues within the nuclear industry and advise the European Commission on possible limitations and monopolies that may affect the selection of funding procedures.
4. To critically review documents and evaluate the adequacy of associated budget forecasts in order to achieve quality assurance approval.

Project Results

The service contract was awarded to the company Karuweeg BV, Middelburg, the Netherlands. The contract ended on 2nd April 2009 and a final report summarizing the achievements of the project was issued.
