Beneficiary Organisation: RNPP
1) Background
This is a supply contract to a nuclear plant in Ukraine, in the framework of the TACIS project system. The OSA team (funded under the OSA Contract U1.01/00) supervised the supply of the above mentioned system, supplied through procurement agent, under the contract EuroPA/NSP/ROVNO/ALSTOM/U1.01/95B/EUROPEAID/111307 between ENERGOATOM and ALSTOM POWER (TRANSEXPO Local subcontractor), signed on 27/02/2002.
The Technical Specifications were completed under a previous contract (TS reference EL G EL/970069C).
2) Objectives
The project aimed at improving the Security video system (CCTV - Control Centre TV system) of ROVNO NPP Unit 3, to ensure better control of access in the facilities and to reduce the risk of malicious acts against nuclear or sensitive parts of the plant (turbine hall, reactor building and emergency diesel generator building).
The Contractor’s activity covered the following stages:

• Assistance to the preparation of the Tender Dossier
• Assistance to the finalisation of the Supplier’s contract
• Assistance to the Supply Contract Implementation
• Assistance during Commissioning, Functional Tests, Provisional and Final Acceptances.

3) Project Results – Achievements (with reference to the TORs)
The project was organised as in the following:

• Lot 1: Access management and control system. Access devices. Ethernet network.
• Lot 2: Control Centre TV system (CCTV). Intercom system.
• Lot 3: Intruder detection system.

The implementation followed the main steps:

• The equipment was shipped by ALSTOM and received by ROVNO NPP on the 28/10/02. It had to be integrated by TRANSEXPO into special cabinets.
• ROVNO NPP had to provide the cable routing study and to supply the cables.
• The cable routing was completed on the 5/04/03.
• Equipment was installed and commissioned, according to the TS.
• 8 RNPP technicians were trained by TRANSEXPO on 7 & 8/07/03. Training certificates were issued.
• The certificate of reception into commercial operation of CCTV system in Unit 3 after end of pilot operation, ref. № 433/2004 is dated November, 2nd 2004.

4) Comments (quality of the results, lesson learnt, recommendations for follow-up)
This modernisation programme for Rovno 3 was implemented successfully. The co-operation between the Tacis OSA Team and the plant experts involved in all the programmed activities was good.
The only unexpected issue that had to be solved during the project implementation was the management of the Confidentiality issues associated to the system implementation and requested by the State Authority.
The OSA Team had some difficulties in following-up the project, which was classified as “NPP Security Protection”, in particular in the following tasks:

• Receiving technical documentation and information,
• Visiting the installation for verification purpose.

The issue was solved and the system is now in full operation.
