Project Aims
The project wider objective was to provide the Bulgarian Nuclear Regulatory Authority (NRA) with an effective technical assistance in its licensing activity related to the decommissioning of the Kozloduy NPP Units 1&2. The project was mainly concentrated on, but not limited to termination of operation on Kozloduy NPP Units 1&2 and preparation of their Safe Enclosure.
The specific objectives of the project were to:
- Provide technical support to the Bulgarian regulatory body (NRA) for the technical safety evaluation of reports related to the preliminary stages of the licensing process related to the decommissioning of Kozloduy Units 1&2;
- Support development of related regulatory documents;
- Enhance NRA capabilities in term of inspection practices of decommissioned plants and support them in writing up inspection procedures.
Project Results
The technical assistance provided by RISKAUDIT, which was limited to the early stage of the Phase 1 of the decommissioning project, covered topics dealing with the review of technical and safety documentation related to investment projects and the preparation of the Safe Enclosure (SE) licence application for Units 1&2, the completion of the Bulgarian decommissioning legislative framework, and assistance to NRA on the inspection practices during the post-operational activities and the preparation of SE.
- A number of NPP Kozloduy submittals related to decomissining of NPP Kozloduy 1&2 were reviewed. These documents included: a detailed classification of systems during the first and second stages of the decommissioning plan for KNPP Units 1&2, data sheets for every system, an operational handbook, information on radiological waste management during the decommissioning operations, a preliminary version of the Safety Analysis Report for the preparation to Safe Enclosure and Safe Enclosure, preliminary versions of the Environmental Impact Assessment (EIA), Radiation Protection Concept (RPC) and QA Plan for decommissioning.
- Draft regulations on free release criteria for materials arising from decommissioning and waste acceptance criteria for disposal of radioactive waste in near-surface disposal facilities were reviewed and updated.
- Visits of decommissioned sites in the UK for inspectors of NRA were conducted and inspection procedure to be used during the decomissioning phase of Kozloduy 1&2 was drafted.
The budget for this project was 1850 000 euro.
