Development of a prototype system for International On-line Exchange (Ukraine)

Description

Specific objective
Development and implementation of a prototype system in Ukraine, Belarus and Russia for the on-line exchange of radiological data and information between the beneficiary countries, and between them and already established nodes in Hungary and Western Europe
The project aims to improve the exchange of data and information in the event of an emergency within Eastern Europe or within the EU, to enable an effective response in any future nuclear accident that might have widespread effects in Europe. To achieve these purposes three separate contracts were submitted for examination to Competent Institutions in the Beneficiary countries (Russia, Ukraine and Belarus) for the development of the Prototype System for International Exchange of Radiological Data and Information in a Nuclear Emergency (PDX). This monitoring report refers to the Russian part of the overall PDX project.
The project is consistent with the national strategy for the development of the Off-Site Emergency Preparedness (OSEP) (approved by the Government of the Russian Federation (RF) in May 2000) and also appropriate to the partner’s needs.
Project activities
1. Development of a detailed plan for the implementation of the project
2. Providing hardware and software required for the exchange of data and information between the participant countries and compatible with the systems in Hungary and EU countries
3. Defining and developing of the interfaces between the National Data Centres (NDC) in Moscow, Minsk and Kiev and the related Regional Data Centre (RDC) in Obninsk, as well as between the RDC in Obninsk and the counterparts in Hungary and EU countries
4. Development of software for a standardized data exchange between:
- the national monitoring centres and the related NDCs in Moscow, Minsk and Kiev;
- the decision support systems and the related NDCs in Moscow, Kiev, Minsk;
- the NDCs in Moscow, Minsk, and Kiev and the RDC in Obninsk;
- the RDC in Obninsk and the counterparts in Hungary and EU countries.
5. Selecting appropriate communication services and upgrading existing communication channels for connecting
- The national monitoring centres and the decision support systems with the related NDCs in Moscow, Minsk and Kiev
- The NDCs with the related CCs in Moscow, Minsk and Kiev
 
Planned outputs:
1. Feasibility of a network for on-line exchange of radiological data, meteorological data, diffusion modelling results, graphical data and other information between countries in Eastern Europe and between them and EU, which is based on existing monitoring stations, networks, data bases, prediction models, and decision support systems, investigated.
2. Common data formats for the exchange of agreed data and information agreed.
3. Standardized interface for the exchange of data and information between the participants, with compatible systems already defined, implemented and in operation in EU countries defined, implemented and under operation.
4. Software for integrating the existing developed national systems developed.
5. Technical system and an operational regime for rapid and regular on-line exchange of data and information between the participating countries in Eastern Europe established by providing, implementing and testing of the required hardware and software.
6. Feasibility of on-line exchange of radiological data and information between the participating countries and between them and the EU demonstrated in three modes of operation
7. Staff for operating the system in the participating countries trained.
8. Technical descriptions of the hardware and software, and manuals for the test procedures and training programmes delivered.
9. Hardware and software maintained during the contract period.
10. Recommendations given for the further improvement of the PDX system.
