Description

Under its research programmes, the European Commission has supported the development of the comprehensive RODOS (Real time Online Decision Support) system for the off-site management of nuclear emergencies. The system has been installed in national emergency centres in several European countries (Germany, Finland, Spain, Portugal, Belgium, Austria, The Netherlands, Poland, Hungary, Slovakia, Ukraine, Slovenia, Romania, Bulgaria and the Czech Republic), as well as in Israel, South Africa and Hong Kong. The installation of JRodos (JAVA-based RODOS) in China has been completed under the European Commission's Project CH3.02/11B "Enhancing Capabilities in China in the Area of Emergency Management and in the Management of Severe Accidents: Installation of the RODOS Decision Support System in NNERTAC " with a budget of € 125.000. The installation has been performed by the Contractor Karlsruhe Institute of Technology (KIT). The China Institute for Radiation Protection, the Shanghai Nuclear Engineering Research & Design Institute, the China Nuclear Power Engineering Co., Ltd. and the NNERTAC were responsible for the data collection and adaptation to national conditions. The JRodos system in China will be operated by NNERTAC. With appropriate procedures, this system will provide coherent support at all stages of an accident (i.e. before, during and after a release of radioactive elements), including the long-term management and restoration of contaminated areas. The JRodos system is able to support decisions about the introduction of a wide range of potentially useful countermeasures (e. g., sheltering and evacuation of people, distribution of iodine tablets, food restrictions, agricultural countermeasures, relocation, decontamination, restoration, etc.) thus mitigating the consequences of an accident with respect to health, the environment, and the economy. In addition, the JRodos system can be used for training and education in radiation protection and emergency management. The most important results of project can be summarised as follows: • Installation of the software at the National Nuclear Emergency Response Technical Assistance Centre (NNERTAC). • Customisation and configuration of the JRodos software in the NNERTAC. • Harmonising the emergency response in China by connecting many other beneficiaries relevant for nuclear and radiological emergency management and response to the NNERTAC. • Provision of training for RODOS operators and for system administrators. Following a comprehensive training session in September 2016 and the final verification tests, the RODOS system became operational by March 2017. The new emergency centre is now capable to support a comprehensive assessment of the radiological situation following a nuclear or radiological accident. It provides the basis for harmonised and effective nuclear emergency management, planning and response. The new installation will result in a more coherent response to any radiological accident which may affect Asia or Europe and is an interlink to countries which are already operating RODOS.
