Exploratory missions to Ukraine and Russia
Exploratory missions to Ukraine and Russia
Description
Background
This project consisted of two exploratory missions in Ukraine and in Russia carried out by a consortium of Western safety authorities.
The overall objective of those missions was mainly to provide the beneficiary countries with a comprehensive review of their nuclear regulatory practices and with recommendations and suggestions, to exchange information about the respective regulatory practices, to discuss the potential areas for assistance and to assist the beneficiaries in formulating a programme of assistance for RAMG (Regulatory Assistance Management Group) endorsement.
The specific objectives were to prepare the detailed terms of reference of the assistance to be performed and to set up a detailed programme for the implementation of the project “Transfer of Western European regulatory methodology and practices to the Nuclear Safety Authorities of Russia and Ukraine”.
Project Results
The two exploratory missions took place in October 1992 and the western experts gave recommendations about the programme of work to be implemented in Russia and in Ukraine, related to the development of the legal framework, the capacities and the powers of the local Nuclear Safety Authorities and the administrative structure. Those recommendations were used to draft the Terms of Reference of projects RF/RA/01 and UK/RA/01.
