Description

Background
As compensation for the closure of all units of Chernobyl NPP, the G7 and EU decided to support the Ukrainian nuclear sector for the completion and upgrading of 2 VVER 1000/320 units: Rovno-4 and Khmelnitsky-2 (R4K2), whose construction was stopped in the late 80’s. This was also intended to ensure that the completed R4K2 units would reach an adequate level of safety and investment feedback.
As part of these initiatives, the EC placed a contract of over €7M (see Contract 23833) with a consortium of EU nuclear engineering companies called ENAC (European Nuclear Assistance Consortium). The objective of that contract was to provide the basic engineering documentation required for the financial dossier to be submitted to international financing institutions for a loan needed for the completion and safety upgrading of the R4K2 units in accordance with the internationally accepted safety criteria.
Partners in the project were Goskomatom (now Energoatom, the owner-operator of Ukraine’s NPPs), KiEP (Kiev Energoproject – the Ukrainian design institute) and MOHT (an association of Russian design organisations).
As part of this project, the EC also purchased the equipment required to set up the offices of KiEP and MOHT for the project activities. The purchase of this office equipment was performed by a Procurement Agent (Fichtner) and is the subject of the present contract.

Objective
The objective was to purchase the following equipment:
Office equipment for KiEP to perform the engineering work:

  • 25 PCs, each complete with monitor, keyboard and mouse, network card, as well as operating system and office software
  • 4 Scanners
  • 5 Modems
  • 22 A4 B/W Laser printers
  • 4 A3 B/W Laser printers
  • 4 Plotters
  • 2 Fax machines
  • 1 A3 Photocopy machine
  • 1 A2 Photocopy machine
  • 2 spiral binding machines
  • 2 stapling machines

Office equipment for KiEP for the Engineering Group coordination unit:

  • 3 PCs, each complete with monitor, keyboard and mouse, network card, as well as operating system and office software
  • 3 Modems
  • 1 A3 B/W Laser printer
  • 1 Fax machine
  • 1 A3 Photocopy machine
  • 2 spiral binding machines
  • 2 stapling machines

Office equipment for MOHT to perform the engineering work:

  • 3 PCs, each complete with monitor, keyboard and mouse, network card, as well as operating system and office software
  • 3 A4 B/W Laser printers
  • 1 Plotter
  • 1 Fax machines
  • 1 A3 Photocopy machine

Results
The equipment was purchased through 4 separate contracts:

  • A contract with the company Haussler for the fax machines, photocopy machines (with the exception of the A2 photocopy machine), stapling machines and spiral binding machines.
  • A contract with the company Info Products for all the IT equipment.
  • A contract with the company GTC Global Transport for the transportation of all the equipment to Kiev
  • A contract with the company Raber & Marcker for the A2 photocopy machine.

The equipment of Haussler and Info Products was delivered together in July/August 1996. The equipment of Raber & Marcker was delivered in March/April 1997.
