Project Aims
- The major objective of the project was to provide expert support and advice for the Hungarian Atomic Energy Authority (HAEA) who operates the Hungarian State System of Accounting and Control (SSAC) in the development of the country's EURATOM accession strategy, and to identify the major difficulties to be expected during the implementation of the strategy.
- The SSAC staff and safeguards personnel of the major nuclear facilities had to receive a basic training on EURATOM safeguard.
Project Results
- HAEA was benefited from the assistance of the STUK and SKI in the following areas:Legislation and the role of SSAC in EURATOM safeguards. Operational arrangements facilitating the implementation of the above. Integration of Hungarian safeguards R&D into the ESARDA (European Safeguards Research and Development Association) programme. During the progress of the project HAEA made internal formal decision to join ESARDA. The information given by the project has supported the decision. The ESARDA Agreement is under revision.
- The project met all of the objectives. HAEA decision that it will maintain a fully functional national safeguards system is reflected in the law and regulations that have been prepared.
- Contractor and beneficiary visited the relevant units of the Commission (DG TREN) in Luxembourg in September 2004 to inform them of the results of project.
The budget for this project was 250 000 euro.
