Kalinin NPP: Computer Information System



The TACIS 91 Project 4.2 “Crisis Management and Safety Panels” constituted the first phase of a global project aimed at providing a complete crisis management system to improve nuclear safety in Russian VVER 1000 nuclear power plants.

In the frame of TACIS 91, a mock-up of the Safety Panel was developed, based on a work-station. The mock-up displays and database were developed and validation of the displays was performed with the help of a stimulator embedded in the work-station allowing the running of primary leak and primary/ secondary leak scenarios.

In line with TACIS 91 project, TACIS R2.03/93 constituted the second phase of the global project and was aimed at the development of a Safety Panel Prototype (SPP) according to the specification validated during phase 1. The functionalities of the SPP were validated using the simulator of Kalinin NPP (at VNIIAES Moscow) and feasibility of SPP connections with real plant I&C systems was validated by tempo�rary installation of SPP in Kalinin.

Present TACIS project constituted the third phase of the global project. Relying on the above results, it combined the budgets of the programmed projects R1.03/95, R2.01/95 and R1.03/96E, in order to encompass overall Computerized Information (CI) System functionalities.

Project interfaced with the following EU-funded projects:

- TACIS R4.2/91 "Crisis Management and Safety Panels"
- TACIS R2.03/93 "Development, testing and validation if a SP Prototype for VVER 1000"

The goal was to combine budgets of projects dedicated to SPDS (R1.03/95D) and Crisis Centers (R2.01/95) into a single project dedicated to the replacement of CIS at Unit 2 of KNPP. The additional required budget was provided under project R1.03/96E.


The overall objective of the CI/SP System was to provide adequate informational support to the various users in all situations of the plant (normal operation, incident, accident).The new CI/SP System replaced the existing CIS “Complex Uran” system which showed ageing and maintenance problems and which had little or no extension possi�bilities left.
New CIS functionalities allowed among others to:

• increase the unit behavior knowledge through better event discrimination, bet�ter event recording and retrieval and possibilities for larger number of data to be acquired from the process;
• decrease operator errors by providing modern man-machine interface using en�hanced system capabilities (number of colors on screens, ability to display tags with values, draw operator attention to incidental events);
• provide safety benefits in incidental and accidental conditions;
• increase unit availability;
• give a better access to data processed for site systems;
• provide users with data about unit through plant local network.

SP functionalities embedded in global CI System allowed to:

• enhance the quality of information made available in Control Room, by assisting Control Room personnel for the evaluation of the safety status of the plant by providing continuous information under all plant situations;
• make the needed information available for the Crisis Centers located in the plant, in the nearby (5 km) town of Udomlya and in Moscow.

Neutron flux calculations were out of scope of CI/SP System project, the new system was provided with the result of calculations performed in existing SVRK-KHORTITSA system.

Project Results

The Beneficiary of the global project was Rosenergoatom.

This extended TACIS project covered the supply, the validation, the installa�tion and the commissioning of a Computerized Information/Safety Panel (CI/SP) System to be implemented at Kalinin NPP unit 2.

The first draft of the Technical specification was issued by the OSA-Utility Tractebel, in February 1998. Some delays were introduced due to the decision for financing on two different budget years.

An agreement was reached with the procurement agent for the budget split of the project.

A reviewed version of Technical Specification and of Evaluation Criteria was issued and approved by JRC on February 7, 2001. Tender dossier was prepared and publication occurred on July 14, 2001, with bids opening and evaluation session on September, 17, 2001. 4 bids were received, but only one bid was considered technically acceptable and fitted in the budget, and the tenderer was notified of the contract award end of December 2001.

Kick-off meeting was organized on February 13-14, 2002. Contract was signed on 11 July 2002. According to the protocol of the meeting, a technical visit was organized by the supplier to Ignalina NPP in April 2002, where Data System & Solution had done similar job.

A meeting was organized in Moscow, on July 15, 2003, with all the stakeholders of the project. The main actions were identified for all the stakeholders.

Monthly meetings were held at KNPP and/ or in Moscow till end of 2003, in order to follow-up closely the start of the project.

The FAT program and procedures were submitted for comments in July 2003. FAT was programmed in October 2003. Provisional acceptance took place in December 2004, with 2 years warranty.

Final acceptance was provided in December 2006.

For the present project, part or all of following general activities were subcontracted by the Russian Subcontractors:

- development of the technical specification of the system;
- development, testing & validation of databases, formats, algorithms and of drivers for links to level 1;
- development of system layout at unit 2;
- participation in FAT;
- preparation of instructions for installation, of documentation for startup;
- installation activities on site;
- startup activities on site;
- participation in personnel training;
- participation in SAT;
- pilot operation of the system;
- preparation of operational documentation of the system;
- modification of plant operational documentation.

Factory acceptance tests were carried out at supplier premises with Beneficiary and GAN representative involvement.

The factory acceptance tests demonstrated that the system (integration of all hardware, software and real Kalinin NPP databases) had met the set up requirements.

During the tests, all functions and databases were checked:

- graphic displays (the values of the parameters measured and calculated by the system);
- validation (the logic of parameter validation algorithms);
- data recording (recorded parameters during a significant period of time);
- data analysis (plot historical graphs of variation of parameters);

The site acceptance tests were required to demonstrate that:

- after installation at the plant the system performs as well as in factory;
- the system functions correctly when connected to existing Kalinin NPP systems.

As far as Crisis Centers equipment and functionalities were concerned, validation had occurred at plant Crisis Center location in order to be independent from out of scope transmission links.

The programme was based on both IAEA Safety Code 50-C-QA rev 1 " Code on Safety of Nuclear Power Plants : Quality Assurance" and the applicable Safety Guides of the QA series and the relevant regulatory texts from the Beneficiary country.

A software Quality Assurance (QA) plan was prepared for the project

The supplier provided thorough training in Russian language for Kalinin plant personnel (both operational and maintenance). The training took place - in factory and on-site - before installation and on site during commissioning of the systems.

The supplier had foreseen in his delivery the needed consumables and spare parts for 2 years of operation of the system after site acceptance.
