Description

Objective:

Overall Objective

The overall objectives of the project are:

  • the introduction and consolidation of a real safety culture at all appropriate levels, in particular with regard to the nuclear power plants, which still need improvement from the point of view of safety;

  • proper regulation and operation of these plants;

  • effective upgrading activities.

Specific Objectives for Kola NPP

The aim of the On-Site Assistance at the KONPP is to transfer an operational safety culture and to support the implementation of nuclear safety improvement projects. This is achieved by combining the experience of the Consultant with the experience and needs of the Beneficiary Country Nuclear Power Plant operator, with a view to:

  • ensure a General Operational Assistance;

  • improve the operational safety of KONPP (Soft On-Site Assistance);

  • carry out specific safety related projects, which normally also includes equipment supply (Hard On-Site Assistance).

Results

The Results to be achieved are:

General Operational Assistance

The General Operational Assistance, which includes all managerial and administrative tasks and the planning of activities, will allow for a smooth and effective implementation of the project. This will allow concentrating on the major part of the manpower efforts in this contract on the soft and hard on-site assistance. The Site Co-ordination Unit (SCU) will be fully operational at an early stage of the contract.

Soft On-Site Assistance

The soft OSA must be continued and strengthened during the entire duration of the "large scale project" contract. Moreover, training or teaching linked to the installation of new western equipment or systems must be given and planned in time. The personnel of the beneficiary NPP must be operational when the equipment supply is installed and the final acceptance obtained. The soft OSA should consist of significant activities to transfer a nuclear safety culture, leading to an important and permanent improvement of the NPP nuclear safety.

Hard On-Site Assistance

The Consultant will have to assist the Commission in the supplies tendering phase (the PIP) for technical matters. In particular the necessary experts must be allocated to the evaluation tasks. By the end of this contract, the equipment should be installed and the final acceptance obtained.
