Description
1) Background
Using the Procurement Technical Specification prepared during the previous Tacis Programme, the call for tenders took place by Procurement Agent during August 1995 and the opening session was on the 4th of September 1995; the technical evaluation took place on the 15th of September 1995 and the corresponding technical report was issued on the 27th of September 1995.
More technical information was requested and two Addenda to the Technical Report were prepared and issued in December 1995, followed by a Final Technical Report which was issued on the 15th of March 1996. The Contract negotiation with the awarded supplier finalised at the end of 1996, and the contract was finally signed in April 1997 by the Beneficiary (24/4/97) and End User (22/4/97).
The Contract for equipment supply was signed with the awarded Company (Gem co) by SUNPP and GOSKOMATOM in April 1997.
2) Objectives
To provide South Ukraine NPP with modern automatic welding system and associated equipment, needed for all the plant modifications and repairs, as well as to provide the plant personnel with the adequate training on welding procedures as well as the assistance for the welding homologation according to Ukrainian rules and standards.
3) Project results–achievements
Slight changes in the equipment to be supplied according to the contract were agreed between the parties involved, which do not affect the total amount of the contract. This was reflected in a written agreement between Goskomatom and the Supplier, in presence of SUNPP, signed during a Seminar in Madrid, in August 1997. This agreement was then signed by the Procurement Agent and sent to the DG1-A.
A training course for welders (task 3) took place in Nantes (France) from 15th to 26th of September 1997, with the participation of 6 welders from SUNPP.
The equipment was supplied on-site the 29th of September 1997. The first part of the commissioning of the orbital equipment took place from 20th to 30th of October. During the commissioning several discrepancies arose, which caused the commissioning process to finish without achieving final agreement within the parties. The final protocol was not signed, and a non conforming report was issued and signed by consultant experts and SU NPP Deputy General Manager, and sent to the P.A.
The second part of the commissioning has been performed during an on-site mission in the period 8 to 12 of June, 1998. The commissioning was completed. The final acceptance to the equipment was given after one year of operation.
Regarding the Welders Qualification Programme, SUNPP completed the programme in September, 1998.

The ASME Welders and Welding Qualification Programme was realised from September 28th to October 3rd 1998, at European Utility facilities. Six Ukrainian experts have participated in the Programme: three representatives from the Ministry of Environmental Protection and Nuclear Safety, one from ENERGOATOM and two from SU NPP. The programme was completed satisfactorily, according to the scope agreed at the meeting held with the NRA in November 1997. This programme was completed with two follow-up missions in SU NPP carried out by European Utility experts.
