Description

1) Background
South Ukraine NPP needs support for improvement of its documentation management system: it is not performed according to modern practice, which makes difficult to have rigorous and up-to-date operational documentation.
2) Objectives
The objective of U1.02/95C is to provide South Ukraine NPP with a new plant documentation management system, which includes software, hardware, training, procedure package and document organisation. This documentation system aims at keeping all the plant documentation under control, including all the modifications carried out over the plant operating life. For that, all plant documents handled by the new system should be identified, consistent, and changes should be properly reflected and stored, with display on computer screens.
Planned outputs for this project are:
- Computer equipment and package software:
- Writing of TS (Technical Specification) for supply of computer equipment and software;
- Supply of computer equipment and software.
- Implementation of training for new system, with relevant training documentation:
- Supply of relevant hardware and software equipment.
- Implementation of a package of operation procedures of the new system;
- Implementation of a system for organisation of document management.
3) Project results–achievements
Preparatory phase:
Main tasks for preparatory phase were:
- Writing of an action plan for the whole project (preparatory and implementation phases);
- Writing and endorsement of a TS for equipment supply and services;
- Tendering process;
- Contract signature.
Preparation of TS was performed in April-May 1996 before the beginning of this project (included in the phase defining the project).
Spanish OSA utility DTN was deeply involved with South Ukraine NPP on this preparatory phase: procurement TS was sent to EC in February 1997, and was endorsed by South Ukraine NPP and Energoatom.
Tendering process was launched in December 1997. Technical evaluation was performed in March-April 1998. Technical evaluation report needed a number of modifications on request of EC, and financial evaluation took place in November 1998. Financial evaluation report was approved by EC in April 1999.
As the selected bid from Swedish company ABB had a financial proposal above available budget, EC requested ABB to make a new financial proposal by reducing the scope of supply. Approval for the new financial proposal was only made by EC in February 2000, and supply contract was signed in June 2000.
Implementation of the supply and service contracts:
Kick-off meeting at South Ukraine NPP was held in September 2000.
Main tasks for implementation phase were:
- Identification of room location and definitions of environment constraints;
- Equipment procurement and design of software;
- Equipment and software installation;
- Design of a plant documentation organisation;
- Personnel training;
- Implementation of new organisation and audit;
- System commissioning;
- Final training.
Equipment was delivered and commissioned in June 2001, and final acceptance certificate was issued in June 2002.
