Description

Objectives

In the framework of the “Tacis Nuclear Safety Programme” a study was carried out with the aim of preparing the decommissioning process of Units 1-3 of the Chernobyl NPP (contract no. 22702). The company AEA Technology was in charge of the project and a number of reports evolved from the project. The Ukrainian project partners (Goskomatom, Chernobyl NPP and Kiev Energoproject Institute) approved these documents, but raised additional points that potentially could delay the decommissioning plan laid down in the above project. As a consequence AEA Technology, following a request by the European Commission, performed the additional project “Provision of expert services for the Decommissioning of Reactors 1, 2 and 3 at Chernobyl NPP”. Its objective was to consider all the issues that had been raised by the Ukrainian experts and to achieve a maximum possible agreement among the parties involved. The project was conducted in four phases:

  1. Receipt and review of Ukrainian comments.
  2. Comparison with data of project 22702 and preparation of an agreement strategy.
  3. Resolution of differences.
  4. Consolidation of results and preparation of a report

Project Results

The additional project started on 21st March 1996. The final presentation and discussion were held on 29th May 1996 in Kiev with achieving agreement following assessment and discussion of all issues. The final protocol was signed on 29th May 1996 and was endorsed by Goskomatom on 10th June 1996. The actual end date of the project was 18th December 1996 with the delivery of the final report.
