Description

Objective

The Quality Assurance (QA) system development programme, started under TACIS 3.2/91 and continued under R2.10/93, has been completed. As a result of these projects a first series of 10 procedures was developed with VNIIAES and Novovoronezh NPP.

The procedure Management of Maintenance is applied at NVV NPP since January 1996.

The aim of the present project is:

To complete this activity by addressing:
safety management;
engineering support;
fuel cycle aspects;
To perform related NPP personnel training;
To assist REA in their efforts to implement this system at all NPPs.
Result

The project was the last step of a larger Tacis overall programme on the Quality Assurance (QA) system development in the Russian nuclear safety sector.

The participants have been working together during previous phases. Therefore, provisions for a successful implementation in a co-operative working atmosphere were granted.
The planned outputs were obtained. As extra bonus the project resulted in MP 2/10 – Guideline Procedure for the Development of Management Procedures. The QA presentation to the key personnel in the Rostov NPP project gave real added value to the Beneficiary.

The QA programme for the operation of NPPs in respect of the topics specified in the TOR was developed including relevant transfer of know-how.

The development and implementation of new procedures as well as the training of the Beneficiary organisations and NPP experts, based on the essential contribution of staff from the Local Subcontractor, showed that the local resources are ready today to pursue QA activities without external support.
