On-site assistance for Khmelnitsky NPP

Description

1) Background
This contract covers the standard OSA type support to a nuclear plant in Ukraine, in the framework of the TACIS project system. It covered the years 1998 (partially) – 2003.

2) Objectives
The Contractor provided assistance to the Plant Staff organisation in the following fields

Operational assistance and support on subjects related to the safety practices
Identification and definition of future TACIS projects
General co-ordination and support to the proper implementation of the Specific Tacis Projects, namely:

U1.04/97A. Replacement of Batteries by upgraded ones.
U1.04/97B. Development and Implementation of Equipment and Techniques for Eddy Current Inspection of threaded holes of main primary equipment flanges.
U1.04/97C. Retrofitting of Reactor Pressure Vessel SK-187 Surveillance System. Part B.

3) Project Results–Achievements (with reference to the TORs)
The project “Reactor Control and Protection System and Neutron Flux Monitoring System” was agreed.
The following deliverables were developed:

Report giving the status of Procedures for Normal Operation in KhNPP.
Technical Proposal for the implementation of the Normal Operating procedures activity.
Three guides for proper implementation of NOPs:

Methodological Writing Guide for Alarm Response Sheets
Methodological Writing Guide for Normal Operating Procedures
User’s Guide for Alarm Response Sheets

Maintenance Management Manual.

The planned set of procedures on Plant Configuration Management to be adapted to KhNPP was not developed due to the shifting of resources to the above mentioned objectives.
Moreover, Ukrainian expert visits were organised to Spain and France for technology transfer.
In relation to the U1.04/97A. (Replacement of some of the existing batteries with a new set of cells, safety related, according to modern standard of quality and adequate seismic values), the output was the following:

Equipment supply (through procurement agent): batteries, spare cells, terminal connections, maintenance devices.
In relation to the project U1.04/97B. (Development and Implementation of Equipment and Techniques for Eddy Current Inspection of threaded holes of main primary equipment flanges), the output was the following:

Inspection system documentation
User manuals
Maintenance manuals
List of drawings of components and spare parts
Inspection procedures
Training package documentation
Equipment supply (postponed to later OSA contracts): mechanical equipment, power interface and controller, Eddy Current data acquisition system, Eddy Current probes, spare parts, standard tools.
U1.04/97C. (Retrofitting of Reactor Pressure Vessel SK-187 Surveillance System. Part B), the output was the following:

Technical Specification
Updated SK-187 manipulator and interface maintenance manual
Training package documentation (partially postponed to later OSA contracts)
Equipment supply (postponed to later OSA contracts): components to upgrade the SK-187 manipulator, interface, visual inspection equipment for the vessel outside surface and internal elements examination.
4) Comments (quality of the results, lesson learnt, recommendations for follow-up)
The Tacis 97 On-Site Operational Assistance Programme for KhNPP was executed and implemented successfully. The co-operation between Tacis OSA Team and KhNPP experts involved in both activities, NOP & ARS and Maintenance Organisation, was very good and there was a mutual understanding of the importance of the programme.

End User and Beneficiary expressed on several occasions their interest in a continuation of the “Normal Operating Procedures” and “Maintenance Organisation” activities. The efforts made by KhNPP were also a clear demonstration of the interest of the plant to implement western experience in order to improve the operational and design safety of the plant.
