Project Aims
Based on various technical studies and evaluations of the Kozloduy NPP Units 5 and 6 in the mid 90’s, the Bulgarian utility - Nationalna Elektricheska Kompania (NEK) decided to prepare a Modernization Programme to improve and upgrade units 5&6 safety and operational performance. To implement this safety modernization programme in efficient manner the European Commission was requested to provide assistance to the NEK for the necessary project management.
Thus the main objective of PHB1.02-96 project was to assist NEK in setting up and running a Project Management Group to provide the most effective assistance to Kozloduy Units 5 and 6 in the integrated management of the implementation of various Modernization Programme Measures.
Project Results
The results achieved under PHB1.02-96 were related to the performance of the following activities:
- Development of the Project Management Procedure defining the scope and interfacing relationships between all the participating organizations, and the Project Quality Assurance Manual, identifying the organizations, responsibilities, key positions, work methods, procedures and records;
- Assistance in the preparation of important documentation for project control, such as Quality Procedures, project Engineering Procedures, Procurement Procedures, and Financial and Cost Control Procedures;
- Assistance in the preparation of Equipment Purchasing Specifications and Project Planning Level 1 and 2 Programmes;
- Recommendation of the project management group composition taking into consideration the Technical, Safety, Financial Control, Procurement, Construction and Erection, Test and Commissioning, as well as Planning Control areas. Human resources and equipment requirements and their allocations will be considered together with the original structure including roles and responsibilities of the participants;
- Assistance to the NEK in the preparation and discussion of matters relating to the relevant Euratom loan procedure with the European Commission;
- Extensive technology and know-how transfer by means of procedures and day-to-day application, and training in modem project management techniques during the course of the contract.
