Project Aims
The project aimed at providing EU expertise to support the Lithuanian safety authorities (VATESI) and its TSOs in their review of the SAR-2 by:
- Gaining insight into the Lithuanian review process and enhancing it by providing feedback;
- Supporting in the training of the Lithuanian review team;
- Supporting the RSR-2 team in prioritisation and review in specific questions.
This support focused on the issues that compared to SAR-1 are complementary or extended in scope and on issues otherwise of special safety importance without duplicating any of the regulatory assistance provided to VATESI, and in particular, the regulatory assistance for the review of SAR-1.
Project Results
The prescribed objectives in providing support to VATESI and Lithuanian TSO on the review of the SAR-2 have been fully achieved. From January 2003 to June 2004 a team of experienced international experts provided support on the review of the safety analysis report for the Ignalina Unit 2 (SAR 2) in the frame of this project. The support was controlled by Steering Committee set up by VATESI. In the course of about 10 Steering Committee meetings, the technical project leader had to report on the progress achieved and activities were co-ordinated between the involved organizations.
A new generation of Lithuanian experts, headed and managed by members of Kaunas University of Technology (KTU), was instructed in workshops in the practices of reviewing SAR, in particular the following subjects:
- Regulatory and functional requirements of safety systems;
- Accident analysis;
- Equipment qualification techniques;
- Human factor analysis;
- Radioactive waste management and radioprotection was given by Phare team;
- A training of LOD-methodology was provided for assessment of the safety impact of non-compliances to regulatory and functional requirements.
The review of SAR-2 for ignalina-2 has been performed in close cooperation by Phare project team and Lithuanian TSO.
Project budget was 1,199,121 EUR
