Project Aims
The overall objective of this project was to assist Czech Republic in improvement of radioactive waste management infrastructure.
The specific objective was to provide a technical assistance to the authorities of the Czech Republic in:
- Establishing the National Radioactive Waste Management Agency (RAWRA);
- Developing all necessary documents and regulations for its proper and efficient operation by transferring the experience and good practice gained in countries of the European Union, where such organizations have been already established and are now in operation;
- Direct support of the newly established Agency in the first year of its operation, mainly via extensive training of the new Agency staff and also the staff of the supporting organizations.
Project Results
Main project achievements are as follows:
- A comprehensive document, describing various national waste management agency schemes operated in European Union countries, was prepared by the contractor. The document could serve as a valuable basis for consideration of the policy issues, organization structure, legal and institutional framework, status, responsibilities, funding system as well as other relevant managerial aspects, related to establishing and operation of the national waste management agencies;
- Assistance was provided in the preparation of the RAWRA’s basic documents and regulations, using the experience and good practice gained in European Union countries and considering the local (Czech Republic) legal framework. Two principal documents were approved during the period of the project implementation: RAWRA Statute and the Governmental Ordinance on Levies to the Nuclear Account;
- A proposal of the organization structure of RAWRA was prepared including detailed specifications of the requirements for qualification of the principal Agency’s staff. The training programme for the managerial staff was developed;
- In the final stage of the project, dedicated mainly to the direct assistance to RAWRA in the first year of its operation, the strategic plan was drafted and corporate management system was developed. Substantial attention was given to systematic training of RAWRA managerial staff at the different radioactive waste management agencies in European Union countries.
Project objectives have been met and the project was completed in time and in accordance with the work plan.
