Project Aims

The overall objective of this project was to assist Lithuanian Authorities in strengthening the nuclear safety, enhancing the nuclear safety regime and to improve the organisation and performance of VATESI.

The specific objective was to provide a technical assistance in following main areas:

  • Development of licensing procedures;
  • Inspection of pressurized components;
  • Decommissioning of nuclear facilities.

This project was part of more complex EC activities covering nuclear safety organizations in several eastern European countries.

Project Results

Main project achievements are as follows:

  • Reference table of content of Safety evaluation report was prepared using international practice and approach and successfully used in licensing process of Ignalina NPP (INPP), Unit 1;
  • Proposal of procedures for special inspection activities and for assessment activities of VATESI was finalised;
  • Draft of VATESI guides for functional testing, safety classification and in-service inspection supervision were prepared;
  • Final version of the draft document on “Decommissioning licensing requirements for the decommissioning of INPP UNIT1”was prepared;
  • Computerised system for management and handling of VATESI documents was developed and implemented;
  • VATESI staff was trained in practical implementation of project results.

The project was implemented in the period of Ignalina NPP, Unit 1 licensing (performed by VATESI) and to the extent possible the work was co-ordinated with VATESI activities to provide maximum benefit for VATESI and facilitate the transfer of the western methodology.

Project objectives have been met and the project was completed in time and in accordance with the work plan.
