Project Aims

The objective of this project was to continue strengthening and enhancing the effectiveness of the nuclear safety regime in Slovenia and to improve the organisation and the performance of the Slovenian Nuclear Safety Administration.
The specific objective of the third year programme was to continue the activity in most of the areas of the previous years assistance, with some modifications including additional topics requested by the beneficiary, such as review of seismic and PSA studies of Krško NPP.

Project Results

The assistance was provided to SNSA in the following technical areas:

  • "Legislative Framework” - with the objective to help SNSA to review some regulations based on the new nuclear law. Concrete suggestions for improvement of the draft decrees and regulations have been done and taken into account by SNSA in a final version of these regulations.
  • "Regulatory Approach on Decommissioning” - with the objective to help SNSA to acquire the needed knowledge in the field of decommissioning of uranium mill and mine tailings.
  • "Inspection practice” with the objective to increase proficiency of SNSA in event investigation techniques.
  • “Licensing Process of NPP and Integrated System Analysis” - with the objective to help SNSA in periodic safety reviews, plant related safety indicators, risk informed decision making and severe accident management. This task consisted of four completely separated subtasks: periodic safety reviews; safety performance indicators, safety assessment and inspection of Krško NPP; application of PSA as a complementary tool to the deterministic regulations and in support of the decision making process; use of MELCOR model of NPP Krško for evaluation of different severe accident sequences.
  • “Waste Management and Transport of Nuclear and Radioactive Materials”- with the objective to develop SNSA expertise in waste management and transport.
  • “Emergency Preparedness, including a communications strategy” - with the objective to help SNSA in developing a capability for assessing environmental impact after a radioactive release, in getting acquainted with a source term prediction tool and in developing techniques for public information during emergency.
  • “Review of seismic PSA” - with the objective to help SNSA in the evaluation and review of the input data in the area of seismology (Probabilistic Seismic Hazard Assessment / PSHA) and to review the Seismic PSA (SPSA) for Krško NPP.

The budget for this project was 800 000 euro.
