Project Aims

The overall objectives of the project were to provide technical support to Bulgarian Nuclear Safety Authority (BNSA) and to ensure the transfer of know how and Western methodology to its staff and technical support.

The specific objectives were:

  • Definition of clear safety objectives to be achieved with the implementation of the 1995 reconstruction programme for units 3 and 4 and establishment by the utility of a corresponding action programme/plan agreed by the safety authority. The target date for this achievement was spring 1995. Both utility and safety authority considered that this programme should be the object of a consensus developed in the frame of a technical dialogue between the utility supported by WANO and the safety authority supported by the Western consortium.
  • Assessment of the improvement measures already decided under funding of the Nuclear Safety Account which implementation was foreseen at the end of 1995 and support to the BNSA in their licencing. The assessment would include evaluation of supporting studies, technical solution, construction, and qualification test.
  • Contribution to the development of domestic TSOs by means of subcontracts placed with selected Bulgarian organization and contributing to the evaluation of safety improvement measures.

Project Results

The basis for the assessment of safety status of Kozloduy 3 and 4 was the evaluation carried out by the Consortium on Kozloduy 1 and 2. It was considered that only a few aspects of Kozloduy 3 and 4 would require a specific assessment.

The assessment of the following issues was performed under this project and presented to the BNSA:

  • Systems analysis;
  • Electrical, C&I;
  • Components integrity;
  • Accident analysis;
  • Operational experience;
  • Confinement structures;
  • Hazards;
  • Radioprotection;
  • Housekeeping;
  • Management, Operational problems.
