Background
By 2001 the Tacis programme had been operating for 10 years and had already committed more than €774 Million to improving nuclear safety in the former Soviet countries. Along with Russia, Ukraine was one of the biggest recipients of Tacis assistance.

In the Memorandum of Understanding between the EC and Minatom, signed in 1995, it was agreed to establish the Joint Management Unit to assist the EC in the facilitation of effective programme and project implementation of the Tacis programme in the nuclear safety field.
