The JRC is providing technical support to DEVCO and ELARG for the implementation (programming, preparation, contracting, monitoring and evaluation) of contracts of the Instrument for Nuclear Safety Cooperation (INSC) and the Instrument for Pre-Accession Assistance (IPA) which provide assistance for improving nuclear safety outside the EU. As part of this support, the JRC is engaged in the development and administration of the information system TIPINS.

The budgetary periods of the first INSC and IPA instruments were 2007-2013. Follow-on instruments (INSC II and IPA II) were adopted by the European Council in December 2013 and both instruments have a budgetary period of 2014 – 2020. However, the IPA II no longer includes assistance in the area of nuclear safety, which has instead been incorporated into the INSC II. Consequently, the geographic coverage of INSC II has been extended to include candidate countries for EU accession. INSC II will be implemented by DG DEVCO.
