Description

Objective

The Smolensk Nuclear Power Plant (SmNPP), located in the Smolensk region of Russia, comprises 3 power units. The site lies 3 km away from the nearby town of Desnogorsk on the bank of an artificial lake situated on the river Desna. Unit 1 was commissioned in 1982, Unit 2 in 1985 and Unit 3 in 1990. All three units have reactors of the RBMK-1000 boiling water graphite moderated type and were still in operation at the time of this contract.

One of the many recommendations of the RBMK Safety Review (see contract 21720) was to implement a vibration monitoring system to assist with early detection of pressure circuit component degradation. No permanent vibration monitoring system was installed at the RBMK plants at that time. It was recommended that, at a minimum, the main coolant pumps should be monitored.

In the framework of the TACIS 1995 Nuclear Safety Programme, the European Commission and SmNPP agreed on a project to procure diagnostic equipment for vibration monitoring of a number of pressure circuit components.

Scope

The scope of work included the provision of two sets of diagnostic equipment used to monitor the running characteristics of both large and small plant items. The systems were computer based and included software for results analysis with a capability to formulate vibration 'fingerprints' and to monitor the equipment vibration characteristics to detect defects and predict component failure.

The scope of work/supplies included the design, manufacture, testing, packing, transport, supervision of installation and commissioning, documentation, training of the End User's personnel in the operation and maintenance of the equipment.

Results

The contract was signed with on 15 December 2000. The equipment was delivered to Smolensk NPP in December 2002. It was installed and tested at site in May 2003. Training of End User personnel took place at the same time. The Provisional Acceptance Certificate was issued in June 2003.
